Bio
Since founding P1 Consulting in 2000, Louise has directly participated on more than 130 P3 projects throughout Canada in a variety of jurisdictions and in all stages of a P3 project.
Her clients include the provinces of Alberta, Saskatchewan, Quebec and Ontario; the Northwest Territories; the municipalities of Ottawa, Hamilton, Barrie, Region of Vaughan, York Region, Regina, Saskatoon, Winnipeg, Edmonton, Calgary; as well as Public Services and Procurement Canada (PSPC); Defense Construction Canada (DCC); Library and Archives Canada (LAC); the Windsor Detroit Bridge Authority (WDBA); and the Alberta Electric System Operator (AESO).
She has participated in all stages of a P3 project, from the business case and Value-for-Money (VfM) assessment to the development of procurement documents; evaluation of proposals; negotiations; and implementation period, including the application of the performance management framework and the facilitation of partnering sessions between the owner and the private partner.
Louise’s expertise is widely recognized — she has been part of numerous initiatives to lead the industry to new and innovative frontiers. P3 Canada selected P1 Advisors as part of a broad outreach program to train municipalities across Canada on the fundamentals of P3 projects. More recently, Louise is participating on panel industry experts engaged by Infrastructure Ontario to review and make recommendations on enhancing the evaluation approach in its RFPs.
She has served as a member of CCPPP’s board of directors since 2019.
